Dependent School
- School districts serving pre-kindergarten through eighth grade students that transfer students beyond the eighth grade to comprehensive school districts.

Dislocated Worker
- An adult individual who has been terminated, laid off, or has received notice to that effect and is unlikely to return to their previous industry or occupation; has been terminated or received notice of termination as a result of permanent closure of a plant or facility; has been unemployed for a long term (15 to 26 weeks) and has limited opportunities for reemployment in the same or a similar occupation in the area in which such individuals reside and may have substantial barriers by reason of age. Displaced Homemaker
- An individual who has worked primarily without remuneration to care for a home and family, and for that reason has diminished marketable skills; has been dependent on the income of another family member but is no longer supported by that income; or is a parent whose youngest dependent child will become ineligible to receive assistance under part A of title IV of the Social Security Act (42 U.S.C. 601 et seq.) not later than 2 years after the date on which the parent applies for assistance under such title; and is unemployed or underemployed and is experiencing difficulty in obtaining or upgrading employment.

Distance Learning
- A system and a process that connects learners with distributed learning resources and is characterized by separation of place and/or time between instructor and learner, among learners and/or between learners and learning resources and connectivity, interaction, or engagement between the learner and instructor, among learners, and/or between learners and learning resources and conducted through one or more media.

Dropout
- Any student under the age of 19, who has not graduated from high school, is not attending any public or private school, or otherwise receiving an education. (OSL section 819)
